The office of the High Commissioner of Human Rights (OHCHR) requested NHRC-India to assist the Uganda Human Rights Commission (UHRC) to develop an adminissibility criteria that is specific to deal with human rights complaints, develop a uniform nomenclature system for different human rights violations and educate Commission's staff on how to deal with border line complaints as human violation, etc.

NHRC India was also requested to review complaints forms and develop a complaints brochure.

The Commission nominated Shri B.S. Nagar, Under Secretary and Shri Pankaj Kumar Kaien, to assist the UHRC in development of Complaint Handling System. They visited UHRC. During their visit, they examined the Ugandan system in detail and made presentations before the UHRC. The Uganda Human Rights Commission appreciated and thanked NHRC-India for the excellent report submitted by its officials
