NHRC recommends Rs.70.5 lakh monetary relief in 15 cases on the second day of its camp hearing in Lucknow

On the second day of its three day Camp Sitting in Lucknow, U.P., the National Human Rights Commission took up 43 cases for hearing in its two Division Bench Sittings at Yojana Bhawan. Out of this, 18 cases were heard in the DB-I of Justice Shri K.G. Balakrishnan, Chairperson and Shri S.C. Sinha, Member, NHRC. 25 cases were taken up by DB-II of Justice Shri D. Murugesan, and Shri Satyabrata Pal, Members, NHRC. The cases were of mainly police action, including, deaths in encounter and in custody violating human rights, in various districts of the State.
An amount of Rs.70.5 lakh was recommended in 15 cases as monetary relief as the Commission did not find the police version convincing on the basis of the material and reports on record. The amount included, Rs.66.5 lakh in 12 cases of encounter, Rs.1 lakh each in two cases of death in police custody and Rs.2 lakh in one case of police inaction.
Out of 43 cases heard on the second day, 12 cases of encounter were from Lucknow, 5 were from Varanasi, 6 cases from Ghaziabad and two from Kushinagar and the rest were from the other districts in the State. Out of two cases of encounter in Lucknow, in one case, the State Government informed that it has decided to move against the recommendations of the Commission, while in another, it said that the Commission's recommendations have been accepted for payment of Rs.5 lakh to the next of kin of the victim of encounter.
The Commission has given further time to submit all the requisite reports in some cases asking the officers to come fully prepared.
The Commission will meet the representatives of NGOs and senior officers of the State government tomorrow at Yojana Bhawan. After this a media briefing will be held at 3.00 P.M. the same venue.
