NHRC sends notice to Chief Secretary, Jammu & Kashmir, on the plight of Kashmiri kids in Delhi

The National Human Rights Commission has directed the Jammu & Kashmir government to disburse the entire amount of ex-gratia relief released by the Ministry of Defence to the families affected by a fire in the Army ammunition dump in Khundroo in August this year. The Commissions' move comes after it took note of a report published in the "Hindustan Times" on December 19, 2007, under the caption "Kashimri kids beg in Delhi".
The news report depicted the plight of Kashmiri families living in makeshift slums in Seelampur area of the capital. These families had left Khundroo, after their homes were destroyed by fire.
The report also said that the Defence Ministry had released a total of 26.75 crore rupees for the rehabilitation of families affected by fire at the ammunition dump, but the State government had failed to show any enthusiasm and responsiveness in disbursing the relief.
The Commission calling it a serious issue of human rights violation directed that the newspaper report be transmitted to the Chief Secretary, Jammu & Kashmir, to draw his attention to the plight of the affected families. The Commission further said that the entire ex-gratia may be disbursed to the families within two weeks after making appropriate publicity in the newspapers.
The Commission also asked for Action Taken Report within four weeks from the State government.
