NHRC sends notice to Chief Secretary, Orissa on
starvation in Nuapada district and stoning of a
tribal youth near Rourkela

The National Human Rights Commission has sent notice to the Chief Secretary, Orissa on two incidents, which appeared in "The Assam Tribune" on June 2, 2007. The first incident related to starvation of people. The report said that the people in backward Nuapada district of the State, were forced to eat rock to fend off hunger. This news was widely covered by the electronic media as well.
The other incident captioned " Orissa tribal stoned to death" which appeared in the paper said that a 35 year old, tribal youth named Mangara Oram was stoned to death by a crowd for stealing a goat in Ludhuni village, near Rourkela. The report, further, added that his body was put in a gunny bag and thrown into a river by the villagers. The villagers threatened other inhabitants not to report the matter to the nearby villagers or police. The incident, however, came to light when Mr. Chawa, brother of the deceased informed the police.
The Commission took a serious note of both the incidents and said that these distressing happenings if true are a serious violation of human rights. The Commission has asked for a report from the State Chief Secretary within two weeks.
