NHRC sends notice to different authorities on three incidents
New Delhi August 23, 2007 The National Human Rights Commission has sent notices to different authorities on three separate incidents, which were brought to the notice of the Commission through national dalies.
The first incident related to a complaint of sexual harassment against two Professors of Delhi University. Taking suo-motu cognizance of the report, which appeared in "The Hindu" on August 20, 2007, the Commission said that the issue was a serious violation of human rights of women.
As per the report, the Apex Complaints Committee of the Delhi University had submitted a report on the complaints of sexual harassment against Prof. Gurcharan Singh Arshi and Prof. Bidyut Chakravarty. The complaint further said that no action had been taken despite the lapse of nine months.
The Commission has sent notice to Secretary, Department of Education, Ministry of Human Resource Development and Vice Chancellor of Delhi University for a factual report within four weeks.
The Commission also took suo-motu cognizance of a press report which said that flood victims were lathicharged in Bihar, resulting in the death of one. The report which appeared in the "Indian Express" on August 13, 2007 said that one person was killed and atleast 12 others injured when police lathicharged flood victims seeking relief material in Sonbarsa of Saharasa district.
The State government had suspended the Block Development Officer (BDO) Prabhakar Singh, holding him responsible for the incident. The Commission has directed that the press report be forwarded to the Chief Secretary, Bihar and District Collector, Saharasa, for a factual report within four weeks.
The Commission further took suo-motu cognizance of a distressing press report which said that tea workers' families were forced to bonded labour in Arunachal Pradesh. The report which appeared in "The Assam Tribune" on August 11, 2007 said that 15 families of tea workers had been deceitfully taken to Ranglua, where they were being kept as bonded labour. The report also said that even minors were being forced to work and many of them were suffering from various diseases including malnutrition.
