NHRC sends notice to DM Ranchi on a report that Juveniles share remand home with rapists, dacoits

The National Human Rights Commission has asked for factual report from District Magistrate, Ranchi on a news item which said juveniles share remand home with rapists and dacoits. Taking suo-motu cognizance of the report published in the Indian Express dated November 27, 2006, the Commission said if the contents of the report are true, they raise serious issue of violation of human rights of the juveniles.
The report revealed that 239 inmates were languishing in Ranchi Child Remand Home and out of these 109 inmates are in the age group of 18-22 and most of them are habitual offenders of committing heinous crime. The rest of the inmates are below 14 years of age and have been kept in the Home on petty offences.
The Commission has directed that a copy of the news item be sent to the DM Ranchi for a factual report within four weeks.
