NHRC sends notice to the Chief Secretary, Bihar and District Collector, Vaishali for deploying children in the fields

New Delhi December 13, 2007

The National Human Rights Commission has sent notice to the Chief Secretary, Bihar and District Collector, Vaishali on media reports which said that 10 year old children had been deployed to drag a wooden roller in place of oxen, in the fields of one Raghuraj Prasad Singh at Shahpur village in Vaishali district.

The reports had said that father of one of the child victims had informed the reporters that neither tractor nor oxen could be used in that field and only children were deployed under the yoke to plough fields. The report also said that an FIR had been filed in this matter by the Labour Department under the directions of the district administration. Shri Raghuraj Prasad is younger brother of Shri Raghuvansh Prasad Singh, the Cabinet Minister for Rural Development.

The Commission after going through the media reports said that it raised serious issue of human rights violation of children. The Commission directed that press reports be forwarded to the concerned authorities for a factual report within four weeks.
