NHRC sends notices to SP, Gurgaon on beating up of a mentally challenged boy and to Karnataka, Chief Secretary on children out of school
New Delhi July 26, 2007The National Human Rights Commission has sent notice to SP, Gurgaon, on a report which said that a 9 year old boy was thrashed by Gurgaon fireman.
The report which appeared in the "Times of India" on July 18, 2007 said that Gurgaon fire service personnel had mercilessly beaten up a mentally challenged 9 years old boy, Kalu, two days back for no fault of his. The father of the victim had lodged an FIR against the fire service personnel. The senior official who was investigating the case had however, said that he would wait for the medical report of the victim before taking any step.
The Commission has given two weeks time to the SP, Gurgaon, for a report.
The Commission also took notice of another new story, which appeared in the "Deccan Herald" on July 14, 2007. According to the news report, the latest census conducted by the "Sarva Sikshana Abhiyan" stated that atleast 80,863 children were out of school in Karnataka, and out of this atleast 60,516 (age group of 7-14) were dropouts while 20,347 had never been to school.
The census, further, highlighted that the cosmopolitan city of Bangalore, had the second highest number of children of school going age, "out of school", while Gulbarga topped the list. After going through the detailed census report which appeared in the newspaper, the Commission said that it raises a serious issue of violation of human rights relating to 'Right to Education" of the children. The Commission has given the Chief Secretary, Karnataka two weeks time for a reply.
