NHRC takes cognizance on inhuman treatment of school students: sends notice to UP and Andhra Pradesh authorities

New Delhi August 10, 2007 The National Human Rights Commission has sent notice to District Magistrate, Farukhabad and Secretary Primary Education, UP, on a news report which said a Class VI student in the State who was mercilessly beaten up by his teacher, succumbed to injuries. Taking suo-motu cognizance of a report which appeared in "The Times of India" on August 6, 2007, the Commission said that the incident is a serious issue of violation of human rights of children.
According to the report Brijesh Prajapati a student of Kakraiya Primary School under Kamalganj police station, Farukhabad was repeated hit by the teacher Kishan Singh for talking in the class. He died in a private hospital on August 4, 2007. The Commission has given four weeks time to the two State officials for a factual report.
The Commission also took notice of another press report which said that, a Class III student of a Missionary School in Andhra Pradesh was given electric shocks by the school Principal for better performance. The report which appeared in that same newspaper on August 5, 2007 said that the 10 year old girl Shirisha, suffered scars on her hands and feet.
The report quoted few more incidents of corporal punishment in the State. In one incident a 5 year old student K. Devi Vara Prasad of St. Mary School, Nallakaunta, was badly injured when he was pushed by his teacher. In yet another incident a head master of a private school in Mahabubnagar, was arrested for chaining a Class III student as punishment.
The Commission after going through the press report has sent notice to the Collector, Hyderabad and Secretary, Department of Primary Education, Andhra Pradesh for a factual report within four weeks.
