NHRC takes suo motu cognizance of media reports on the alleged fake encounter of Ranbir Singh in Uttrakhand;
Recommends C.B.I. enquiry

The NHRC has taken suo motu cognizance of media reports on the alleged fake encounter of Ranbir Singh, a young MBA graduate by the Uttrakhand Police on 3rd June, 2009. The reports said that the boy was on his way to join his new office in Dehradun when he was gunned down by the police in the guise of an encounter. It was also reported that the boy was first beaten up and then shot in cold blood. The police attempted to cover up the incident insisting that Ranbir Singh was killed as he tried to flee from the police while exchanging fire with them. The post-mortem report published in the news papers casts doubt on the police version.

The Commission has observed that such reports of police brutality, if true are not only violative of human rights but also an insult to the civilized society which we claim to be. It is imperative that such incidents are independently and impartially probed and the delinquent police personnel are brought to book. The NHRC has issued a notice to the Director General Police, Uttrakhand, directing him to submit a detailed report in the matter and also to forward the post-mortem and inquest reports to the Commission within the two weeks.

It is reported that the State Government has entrusted the investigation to Crime Investigation Department, C.I.D. However, considering the gravity of the matter, the Commission is of the opinion that the matter should be enquired in to by the Central Bureau of Investigation, C.B.I. which has the expertise and credentials to investigate such matters. The Commission therefore, has requested the Government of India to lend the services of C.B.I. and convey its concurrence to C.B.I. enquiry within three days. After the Central Government gives it concurrence the C.B.I. will expeditiously enquire in to the matter and submit the enquiry report to the Commission within six weeks.
