New Delhi, the 15th December, 2009
The National Human Rights Commission has taken suo-motu cognizance of media reports alleging beating of minors by the police in Nodia.
The report carried on the 4th December, 2009 alleged that two minors named Radha Mishra and Munna aged 9 and 12 respectively were roaming around near a car which was parked in Sector 11 of Noida on the 14th November, 2009. The owner of the car, Kamal Kant Tyagi, a builder, found that his bag was missing from the car. He apprehended that those children may have stolen it. He accosted the children, beat them up and handed them over to the police. The police reportedly took them to Jhundpura police post in sector 11, Noida. They were allegedly beaten up by the police. Their hands were tied with rope and they were hanged from the ceiling fan in the police post. However, the builder's bag was found in his car, as it had fallen on foot space between the front and rear seats.
Considering it as serious issue of violation of human rights of the minor children the Commission issued notice to the SSP, Gautambudh Nagar, U.P. calling for a factual report within four weeks from the receipt of the notice.
