NHRC takes up the case of Commando's kidnapped son


The National Human Rights Commission has directed the Uttar Pradesh police to respond within four weeks on efforts being made to trace the kidnapped son of Shri Satish Chand, who claims to be a Commando in the Prime Minister's security.
Shri Chand had complained to the Commission that on 12 February 2003, some criminals had committed theft in his house in District Baghpat of UP. The thieves had threatened the inmates that if they dared to lodge a complaint, one of them would be kidnapped. Despite the threat Shri Chand said that he had lodged a complaint with the police but they failed to take any action and no case was registered. He also stated that a letter by the Additional Commissioner of Police, Delhi dated 7 March 2003 was sent to the DIG, Meerut but still no action was taken.
Thereafter, his minor son was kidnapped on 12 September 2003 and valuables were taken away. He stated that although a case has been registered in this connection as Crime No.55/03 under section 147/148/452/307/364 IPC dated 13 September 2003, the police had failed to trace or recover his son.
Looking into his case, the Commission on 1 October 2003 directed its investigation team to collect facts.
Pursuant to the directions of the Commission, the Commission's Director General (Investigation) obtained a report dated 16 October 2003 from Superintendent of Police, Baghpat, UP. According to the report, a case No. 55/03 under section 147/148/452/307/364/395/397/364 IPC had been registered in the Police Station at Baloni based on the complaint of one Mahendra Singh Yadav. The report also said efforts are being made to trace the kidnapped boy.
The Commission has directed the Superintendent of Police, Baghpat, UP to submit a status report of the case registered at the Police Station in Baloni within four weeks.
