NINTH INTERNATIONAL CONFERENCE OF NATIONAL HUMAN RIGHTS INSTITUTIONS

The Ninth International Conference of National Human Rights Institutions was held in Nairobi, Kenya. The Conference was attended by NHRC delegation led by Chairperson, Mr. Justice S. Rajendra Babu and comprising Secretary General, Mr. A.K. Jain and Director (Research), Mr. Y.S.R. Murthy. The Conference concluded with a declaration called Nairobi Declaration. Following are some of the main features of the Declaration:-
a) Nairobi declaration recognizes that
the Paris Principles compliant NHRIs are key elements of strong and effective national human rights systems and that they can support governments in ensuring that international human rights are applied at the national level.
b) It recognizes that more the UN works closely with and through independent NHRIs, the greater are the chances of the success and sustainability of good governance, rule of law and human rights efforts.
c) The declaration also recognizes the fundamental importance of the rule of law and administration of justice in ensuring promotion and protection of human rights and requirement of full and meaningful participation and support of national stakeholders in development of rule of law.
d) The NHRIs agreed to undertake initiatives towards strengthening the administration of justice within their mandate and encourage cooperation in this area at regional and international level including the UN system. They also agreed to endeavour to form strategic partnership with civil society organizations to implement their activities in this regard and to define a complete plan of action and follow up of the declaration to be reviewed at ICC meetings.
The declaration also includes general guidelines on how NHRIs can facilitate-
support judiciary and access to justice; legal aid providers in system, law enforcement etc. The text of the declaration is available at http://www.nhri.net .
