Notice on J&K killings

The Commission had taken suo-motu cognizance of the recent gruesome and barbaric killings of pilgrims and innocent victims in various parts of the State of Jammu & Kashmir, acting on media reports which had alleged failure of the Government of J&K as well as the Central Government to provide adequate protection to the victims.

Media reports appeared under the heading such as "IB warnings were ignored", "J&K refusal to heed MHA plea proved fatal", "Accusing fingers point at J&K police". The Commission felt that if these reports were true, then it would amount to gross negligence on the part of the concerned authorities in the prevention of the violation of the human rights of a large number of people.

The Commission thus issued notice to the Chief Secretary and Director General of Police, Jammu & Kashmir, as well as to the Ministries of Home Affairs and Defence, Government of India, asking for their reports on this matter.
