Notice to DGP, Tamil Nadu on arrest of Human Rights Activist

The National Human Rights Commission has issued notice to the Director General of Police, Tamil Nadu on the alleged arrest of Human Rights Activist and 15 others in Cuddalore on 11 October 2004.
Passing directions on the evening of 11 October 2004 based on a complaint received from Dr. I. Devasahayam, Associate Director, People's Watch, Tamil Nadu, the Chairperson, Dr. Justice A.S. Anand called for a report in two weeks.
Dr. Devasahayam, in his complaint, stated that Mr. Henri Tiphagne, Executive Director of People's Watch, Tamil Nadu and 15 others were arrested on the morning of 11thOctober 2004 before commencing the Training Programme on Torture in Cuddalore, Tamil Nadu. It was alleged that no custody memo was given at the place of arrest.
