Notice to the Delhi Government on the death of 12 mentally challenged inmates at Asha Kiran Home

The National Human Rights Commission received a complaint from Prabir Kumar Das, Advocate and Human Rights Activist that 12 mentally challenged inmates of Asha Kiran Home, died in a span of thirty days out of which, three died within 24 hours due to lack of basic facilities like warm clothes. The home is being run by the Delhi Government at Rohini. In his complaint on the 31st December, 2009, he had quoted media reports also in this regard. He requested Commission's interven-tion in the matter.
Taking cognizance of his complaint, the Commission on the 11th January, 2010 issued a notice to the Chief Secretary, National Capital Territory (NCT) of Delhi calling for a detailed report into the cause of Asha Kiran Home inmates' death and also on its state of affairs.
