Sunil Jaiswal was arrested in a case of theft on 8th November, 2001 in Kolkata, West Bengal. He committed suicide in the lock-up of police station Maniktala, Kolkata by hanging himself on the water pipe of the toilet with a piece of blanket. On consideration of various reports, the Commission observed that negligence on the part of Sentry Constables led to this incident and recommended that the West Bengal Government pay a sum of one lakh rupees as monetary relief to his next of kin.
