Shivadasan, an under trial prisoner, aged 65 years was lodged in district jail Kollam, Kerala on 22nd November, 2002. He committed suicide on 4th December, 2002 by hanging himself from the grill gate of the prison cell. Considering the Magisterial enquiry report, the Commission observed that the negligence on the part of the constables on guard gave an opportunity to Shivadasan to commit suicide and recommended that the Kerala Government pay a sum of one lakh rupees to the next of kin.
