Open wire contact renders a child armless in Himachal Pradesh; NHRC issues notice to the Chief Secretary and the Electricity Board

The National Human Rights Commission issuing notices to the Chief Secretary Government of Himachal Pradesh and Superintendent Engineer of the State Electricity Board has directed them to submit within four weeks a detailed report in the matter concerning a boy whose both arms had to be amputated after he was electrocuted on the 18th March this year. The Commission has observed that the contents of the report, if true, raise a serious issue of violation of human rights of a child who has become physically challenged.
The Commission issued this notice taking suo motu cognizance of a media report carried on the 12th June, 2012. According to the report, ten year old boy Rohit of village Bhukri, district Chamba, Himachal Pradesh was playing in the fields when he got shock from an open electric wire lying in the bushes. He fell unconscious and later doctors had to severe both his arms.
The power board gave him a paltry compensation of just Rs. 5,000/- showing complete apathy towards the tragic incident that has rendered a brilliant student physically challenged. The victim's father has alleged that while giving paltry compensation, the officials from electricity department got some paper signed from them.
It was also reported that an enquiry has been ordered into the incident under the executive engineer Himachal Pradesh State Electricity Board, Chamba.
