Delegation of "Irish Parliament Joint Committee on Constitution"
A four Member delegation from the "Irish Parliament Joint Committee on Constitution" visited the Commission on March 12, 2008. The delegation was led by Mr. Brendan Howlin, MP, Dy Speaker of Irish Standing Committee on Parliament, the other Members of the delegation were Mr. Denis O' Donavan, Chairman of the Committee, Mr. Denis Naughten, MP and Mr. Alan Guidan. The delegation held a meeting with the Chairperson, Members and other Senior Officials of the Commission.
During the meeting, Chairperson, NHRC, Justice Shri S. Rajendra Babu explained the nature and content of the Indian Constitution with special reference to Fundamental Rights. Justice Shri Babu also highlighted the role of courts in India, in guarding the rights of the citizens.
The Chairperson explained how these rights had been expanded by the Supreme Court by interpretation of the Constitutional provisions in various public interest and other litigations. The Chairperson emphasized that economic constraints can not be an excuse to provide basic and essential necessities as part of right to life as the same are inherent.
Justice Shri S. Rajendra Babu also explained that the Right to Information Act was playing a key role against any violation. Referring to the Commission's work, the Chairperson said that atleast 95,000 complaints had been filed before the Commission in a year's time and the Commission was looking into a number of subjects like: Right to Health, Education, Juvenile Justice, Custodial Justice, Women Empowerment etc.
The Chairperson told the delegation that though the Commission was only a recommending body yet most of its recommendations were accepted by the concerned authorities/governments.
