Resorting to arms not the only way to tackle terrorism; Security Forces need to win the confidence of people: P.C. Sharma
Shri P.C Sharma, member NHRC has said that terrorism can be defeated without violating the human rights of people and that resorting to arms is not the only way to deal with terrorism. Speaking at a debate competition organised for the personnel of Central Police Organisations in New Delhi on 28th,June 2005, Shri Sharma said that while combating terrorism we should follow the rule of law and protect the human rights of innocent and law -abiding citizens. Shri Sharma emphasised that the civilized society is based on the rule of law and the security forces including police forces need to understand that the responsibility assigned to them to combat terrorism is solely for the purpose of protecting the life, liberty and dignity of people.
He said that once the security forces are able to win the confidence of the people that they are there to protect their life and property they will them get the full support from the people. The debate competition for Delhi Zone was organised by the NHRC in co-operation with the Sashastra Seema Bal, SSB for the CPO personnel of Delhi zone. The topic of the debate was "Can Terrorism Not Be Countered Within The Parameters of Rule of Law and Without Sacrifying Human Rights." Nineteen speakers from The Central Police Force, Border Security Force, Central Industrial Security Force, National Security Guard and Sashastra Seema Bal participated in the debate held in both Hindi and English languages. Mrs. Renuka Misra of SSB, won the first prize in English while Captain Manohar Lal, BSF was adjudged the best among Hindi speakers. Shri Sharma gave away the prizes to the winners of the competition in both categories.
