Rs. 5 lakhs compensation paid by UP Government to victim of police firing

Acting on the directions of the National Human Rights Commission, the State Government of Uttar Pradesh has paid rupees five lakh as 'immediate interim relief' to Smt. Usha Kiran Vajpayee, a victim of police firing.
Taking up her case, the Commission issued notice to the Chief Secretary and Director General of Police, Uttar Pradesh. In response, it was confirmed that Smt. Vajpayee, who while on pulse polio programme duty on 10 October 2000 had been harassed, misbehaved and fired upon by policemen of Dakor police station resulting in amputation of one of her leg. It was also stated that a charge sheet against the delinquent police officials had been filed in the Court. After considering the report, the Commission considered it a fit case for grant of immediate interim relief and issued a show cause notice to the State government. Since the State Government did not reply to the show cause notice, the Commission on 13th May 2002 observed that the Government of UP had no cause to show against the award of immediate interim relief to the victim. It also observed that the victim was nearly 37 years of age at the time of incident and as a result of the amputation of her one leg she had to contend with a permanent disability for life. Also significant was the circumstance in which the victim was made to flee to save herself from the clutches of the delinquent police servant. The Commission then recommended an award of Rs.5 lakh be paid by the UP Government as immediate interim relief to Smt Usha Kiran Vajpayee. The State Government was asked to report compliance to the Commission within 8 weeks.
Soon after, the Secretary, Government of UP reported that Rs. 1 lakh had already paid to the victim on 21 March 2001. It also stated that the amount of Rs. 5 lakh recommended by the Commission appeared to be excessive and requested the Commission to reconsider its direction.
On 21 May 2003, the Commission rejected the request made by the Chief Secretary, Government of UP to reduce the amount and reiterated its earlier decision of payment of Rs. 5 lakh as immediate interim relief to Smt. Vajpayee which the State Government heeded.
