Mrs. Champa Devi alias Champa Shah retired as a Health Inspector from Primary Health Centre, Chandauli, District Sonebhadra, Uttar Pradesh in the year 1992. She died on the 7th January, 2004, and the order for payment of her pension was passed on the 11th Feb., 2004. The Commission observed in its proceedings that carelessness of the authorities in dealing with the case caused enormous delay. This is a clear case of violation of her human rights, and the State cannot escape its liability to compensate her next of kin. It was recommended that the Govt. of UP pay monetary relief of Rs. 50 thousand to them.
