Undertrial prisoner Mustan Sarulla Khan @ Munna died due to torture in District Jail, Kanpur, Uttar Pradesh. He was taken in custody on the 20th June, 2005, and, as he was not feeling well, he was admitted to the Jail Hospital. From there he was referred to the UHM Hospital on the 22nd June, 2005, where he was declared brought dead. On consideration of the material on record, and the reports, the Commission found that his death was caused due to torture in jail. Therefore, it was recommended that the Uttar Pradesh Government pay monetary relief of rupees 3 lakhs to the next of kin of the under trial prisoner.
