Gufran, son of Mohammad Irfan, died in police custody on the 7th February, 2002 in Bihar. On consideration of reports and material on record, the Commission found that the policemen were guilty of his abduction and murder. Therefore, on the 25th August, 2010, it recommended that the Government of Bihar pay rupees 5 lakhs as monetary relief to the next of kin of the deceased. A compliance report has also been sought from the Chief Secretary, Government of Bihar in the matter.
