Rupees 5 lakhs monetary relief in a case of death in police firing in Maharashtra

Harshad @ Ganesh @ Deepak @ Vinayak Ankush Rane, aged 29 years, lost his life in indiscriminate police firing in Thane city on the 26th October, 2005. The concerned police authorities in response to Commission's notice replied that the deceased was a habitual criminal. He was asked to surrender by the police party but he opened fire. Police also opened fire in its self defence leading to bullet injuries to Rane, who died in a government hospital. The post-mortem report also recorded the cause of death as haemorrhage due to fire arm injuries. However, despite notices and repeated reminders, the copy of Magisterial Enquiry Report and outcome of the investigation in the case were not provided to the Commission. Therefore, the Commission on the 18th August, 2010, drew an inference that the State had nothing to say in the matter, and recommended that the Maharashtra Government pay rupees 5 lakhs as monetary relief to the next of kin of the deceased. A compliance report in the matter has also been sought from the Chief Secretary of the State.
