Rupees five lakh monetary relief in a case of police encounter in Manipur

R.K. Sanjaoba, son of R.K. Naba Chandra, was killed in police firing at Sagolband Khongnang Hogaibi in Imphal in the morning of the 20th October, 2004. The Commission received a complaint regarding the incident from an NGO, Asian Centre for Human Rights. However, there was no report made by the State of Manipur about the death caused by the police as per NHRC guidelines. During the subsequent inquiries, the Commission found that the theory propounded by the police is hard to believe that Sanjaoba died in an accidental firing following a scuffle among three persons, including a police personnel. The post-mortem report says that injury was caused from a distant range. The Commission on consideration of various aspects relating to the case, issued a show cause notice to the State Government. This was followed by a reminder but there was no response. The Commission in its proceedings on the 20th January, 2010, presumed that the State Government had nothing to say in the matter, and recommended that it pay a monetary relief of Rs. 5 lakh to the next of kin of deceased. The Commission also asked the Government of Manipur to send a proof of payment along with compliance report. While making these recommendations, the Commission also observed that the Government of Manipur has not been giving reports in 111 cases of police encounter which its Chief Secretary should provide to the Commission.
