Under trial prisoner Mohd. Mister was lodged in District Jail, Katihar, Bihar on the 25th February, 2007. He committed suicide by hanging himself from the branch of a tree in the jail premises. The Commission found that the negligence of prison staff led to this incident and recommended that the State Government pay rupees one lakh as monetary relief to the next of kin of the deceased.
