Rupees one lakh monetary relief in a case of death in police custody in Jharkhand

Kartik Oraon, a student was suspected of involvement in a bank dacoity in Jharkhand. He was picked by the local police from his college hostel on the 6th April, 2002. Three days later, while still in police custody, he committed suicide by hanging himself with a piece of cloth (gumcha). Adivasi Chatra Sangh made a complaint to the Commission alleging that Kartik was subjected to third degree torture at the police station. On consideration of the material on record, the Commission found that allegation of torture was not substantiated in CB CID inquiry. However, it observed that negligence of police gave opportunity to Kartik to commit suicide and recommended that the State bear liability for this incident by paying Rupees one lakh to the next of his kin.
