Jaipal, aged 35 years, was arrested u/s 60 of Excise Act and on the 26th July, 2005. He was lodged in District Jail, Etah, Uttar Pradesh. On the 19th August, 2005 at the time of roll-call in the jail, he was found dead in his barrack. The jail Superintendent conveyed the information of his death to the Commission. On consideration of the reports, the Commission found that the prisoner died due to lack of appropriate medical care in the jail and recommended monetary relief of Rupees one lakh to the next of his kin.
