Rwanda delegation visit to NHRC

A delegation of the National Human Rights Commission of Rwanda comprising the Commissioner, Mr. Karemera Pierre, IT Officer, Mr. Gerard Mayira and Human Rights Protection Officer, Mr. Gashirabake Jean Marie Vianney visited the Commission on a six days study trip from 13th July to 18th July 2009. The delegation interacted with the Acting Chairperson, Mr. Justice G.P. Mathur and senior officers on the set up and functioning of the Commission.

During the discussions the delegation of NHRC, Rwanda Informed that their Commission was set up in 1998 by Parliament under the provisions of the Constitution. There are seven Commissioners, a President and a Vice President in the Commission and the President heads it. They also informed that at the time of establishment of the Commission there were only 40 personnel but now there are 120 personnel including the work force of the regional offices, and they need more personnel as the number of complaints of human rights violation is increasing. NHRC, Rwanda is recognized as
'A' category NHRI by the African Commission of Human Rights. However, they said that scrutiny of complaints is a big problem leading to delay in response and showed keen interest in the Complaint Management System of NHRC, India and the functioning of its different Divisions.
