Schoolboy kept chained; NHRC asks for AP Govt.'s comments

Taking suo-motu cognizance of a distressing report that appeared in The Hindu daily dated 19 December 2005 of a schoolboy being kept chained, the National Human Rights Commission has called for the comments of the Chief Secretary, Government of Andhra Pradesh within two weeks.
The news story under the caption "Residential school keeps boy chained" stated that "the management of a Residential Bridge School set up under Sarva Siksha Abhiyan, chained a second standard boy, Daniel, at Veldurthy to prevent him from running away from school. The two feet of the boy were shackled with a chain and locked. The school management was particular about the attendance of children, as absenteeism would bring down fund flow to the school from the Government. Community Mobilisation Officer Mohammad Isaac, who inspected the school on Sunday, found the boy in shackles. He freed the boy along with the boy's father Giddaiah and lodged a complaint with the police on the charges of illegal confinement under Section 341 of IPC."
The Commission observed that the news report, if true, raises a serious issue of violation of rights of child by an NGO with a view to ensure fund flow to the school run by them under the Sarva Siksha Abhiyan claim.
