The semi final round of the NHRC's annual debate competition in Hindi and English for 8 zones of para-military forces was organised in collaboration with the BSF at 25th Battalion, BSF, Chhawla Camp, New Delhi on the 30th September, 2013. The topic for this round was "Respect for Human Rights strengthens measures to meet internal security challenges". 16 winners of the semi-final round will compete in the final round on the 31st October, 2013. The topic will be "Winning hearts and minds and dealing with internal security challenges do not go hand in hand".
