Shri R.S. Kalha assumed charge as a Member of the National Human Rights Commission here today. An Officer from the Indian Foreign Service (1965 batch), he retired as Secretary (West), Ministry of External Affairs in February 2002. He also served as India's Ambassador to Indonesia and Iraq.
