The Expanded Bureau Meeting of International Coordination Committee in Geneva
The expanded Bureau meeting of International Co-ordination Committee (ICC) of National Human Rights Institutions was held on December 12-14, 2007 in Geneva. Chairperson Justice Shri S. Rajendra Babu and Joint Secretary Smt. Aruna Sharma attended the meeting on behalf of National Human Rights Commission of India.
The Chair of the ICC, Ms. Jennifer Lynch, Q.C., gave an overview of the expanded bureau meeting (EBM), its agenda, priority issues for discussion, and planned outcomes. Participants approved the agenda. She presented her report of activities and outcomes achieved since assuming the position of Chair.
Mr. Plumptre, from Ottawa-based Institute on Governance, gave a presentation on strategic planning. He highlighted the ICC's role and its new status vis-à-vis the Human Rights Council. He stressed that before discussing how to strengthen governance at the ICC, it was important to consider how the future is likely to evolve in relation to human rights issues and ICC's role in it.
Other Governance problems he wished to address to in the meeting included:
" What is ICC ?
" Legal status for ICC or for the group of NHRIs.
" Role, Status and Authority of the Chair.
The new model was proposed in the meeting for ICC. It mainly represented clarification and consolidation of what already existed.
It was also recognized by participants that there was a need for a financing formula for the new organization. It was agreed that a separate Working Group should be established by the Chair to consider options and give recommendations by the next meeting.
