Jaipal died in police custody in Hathras, Uttar Pradesh on 10.12.2003. Investigations, however, proved that he was taken into custody by Inspector N.K. Yadav and subsequently killed in a fake encounter. The Commission recommended that the Uttar Pradesh Government give monetary relief of three lakh rupees to the deceased's next of kin.
