Training Programmes held for Judicial and Police Officers in Kolkata

The Commission conducted two training programmes on Human Rights in Kolkata, West Bengal. The first one was for Judicial Officers and the second for the West Bengal Police and Correctional Services.
The training programme on 'Sensitization for Judicial Officers on Human Rights' took place from 26 - 28 June 2004 at the West Bengal National University of Juridical Sciences, Kolkata in which 30 Judicial Officers of the rank of Judicial Magistrate, Additional Chief Magistrate, including 5 lady officers participated. It was aimed at helping them to create Human Rights culture in courts and encouraging them to apply International Instruments so that there are no inconsistencies between the international human right laws and domestic laws.
The National Human Rights Commission and the West Bengal State Human Rights Commission jointly organized the training programme on 'Human Rights for State Police & Correctional Services' from 27 - 29 June 2004. 39 Police officers of West Bengal Police in the rank of OC (SHO) and 2nd officer working in the Police Stations and Correctional Services (Prison) participated. The training programme was aimed at sensitizing them on various legal and constitutional provisions of Human Rights and International Covenants, the Constitution of India, Indian legislations and Supreme Court rulings on Human Rights. It also served to orient them to the techniques of scientific investigation as an alternative to the use of third degree methods and to sensitize them about the rights of under-trial prisoner, rights of convicts and non-criminal prisoners in Jail Custody.
