Urgent efforts needed to make International Humanitarian Law truly universal: Justice Rao
Justice Y. Bhaskar Rao, Member, NHRC has said that there is an urgent need to revitalize the legal principles and ethical values that underline asylum and refugee protection as violent conflicts have resulted in large scale displacement of people.
Addressing the valedictory session of the 7th South Asian Teaching Session on International Humanitarian Law and Refugee Law at NLSIU, Bangalore on 25 May 2005, Justice Rao said that the "main problem with the International refugee Protection System is that it still depends on the actions of individuals states. There is no mechanism to hold states accountable when they fail to honour their obligations". He emphasized that human rights requires the principle of global justice and that "the state-centered model of accountability must be extended beyond national borders".
