New Delhi, 9 January 2006

Shri B. Venkataiah, a visually impaired candidate for the Teacher Training Course has been allotted a seat by the Andhra Pradesh Govt. as a special case following the intervention of NHRC.
The Commission which took Suo-Motu cognizance of a news report published in the Telugu Daily "Enadu" on September, 16, 2005 had asked the Secretary, Education Department, Andhra Pradesh to look into the matter and send comments. The news report had said that Mr. Venkataiah, who had participated in National Chess Competitions in 2002 and won bronze medal, had scored 818 marks out of 1000 in class XII examination and secured 21222nd rank in DIET CET , wanted admission in Teacher Training Course. The report said the State Education Department Officers had given admission to those candidates who had scored lower rank than Mr. Venkataiah and bluntly refused his admission on the ground that he was visually impaired. On repeated requests, the officers assured that his case might be considered under the Disabled Welfare Quota of sports authority. The report highlighted that the office of DIET CET, however informed that no seat was available.
Pursuant to two other directions of the Commission, the Secretary, Education Department, Andhra Pradesh submitted his report in October, 2006. The report said according to the Convenor, DIET CET-05, three candidates had been admitted based on the priority assigned by the officials of Sports Authority of Andhra Pradesh. The officials from the Authority had stated that Mr. Venkataiah was not eligible for admission into DIET and also informed that handicapped persons are not eligible for reservation under sports quota for admission. The report submitted also mentioned that the State Govt. had examined the matter and permitted the Director of School Education, Andhra Pradesh to allot a seat to Mr. Venkataiah in any DIETs in the State, during the academic year 2006-07 as a Special Case.
Appreciating the State Government's decision, the Commission has taken on record the report submitted and closed the case.
