Workshop for the sensitization of Jail Superintendents of Assam
A one-day workshop for the sensitization of the Jail Superintendents of Assam on the human rights of prisoners was organized by the NHRC in collaboration with the Jail Department of Assam at Guwahati on 30 March 2005. The workshop was inaugurated by Dr. Justice A.S. Anand, Chairperson, NHRC.
Emphasizing the necessity and significance of the sensitization programmes, Justice Anand explained how good thoughts, correct deeds and right habits could ultimately lead to character formation and thus development of appropriate sensitivity among the public functionaries.
He reminded the Jail Superintendents about their obligations to give special attention to the issues of undertrial prisoners particularly to being produced before the court. He complimented the Jail Department of Assam for its successful efforts in managing overcrowding and bringing down the proportion of undertrial prisoners to around 60% of prisoner's population against the national figure of 70%.
Shri Chaman Lal, Special Rapporteur, NHRC explained the concept of human rights in the context of jail administration and also NHRC's initiatives to improve prison conditions in various States.
