Workshop for the sensitization of Jail Superintendents of Kerala
A one-day workshop for the sensitization of Jail Superintendents of Kerala on the Human Rights of prisoners was conducted by the National Human Rights Commission in collaboration with Jail Department of Kerala on 2 November 2005 in Thiruvananthapuram. 38 Superintendents, 2 Deputy Superintendents Jails and 14 other officers representing all the jails of Kerala attended the workshop.
The workshop was inaugurated by Dr. Justice Shivaraj V. Patil, Member, NHRC and conducted by Shri Chaman Lal, Special Rapporteur, NHRC. In his inaugural speech, Dr. Justice Patil explained the reformation and rehabilitation aspect of prison sentence. He called on the officials of jail department to respect the constitutional rights of prisoners, which are not affected by their imprisonment. Pointing out the three major factors responsible for all round degeneration in our national life as Caste, Crime and Corruption (3 Cs), Dr. Patil suggested a strategy to counter them by another set of 3 Cs - Competency, Character and Commitment.
