Workshop on awareness
With a view to spread Human Rights awareness as also to monitor implementation schemes in some specific areas such as food security, health services etc at district level, the Commission has embarked upon a programme to visit backward districts all over the country. The Commission had already identified 28 backward districts, one each from every state in the country.
The first visit and Workshop on human rights awareness was conducted in Chamba district of Himachal Pradesh from July 3 to 5, 2008. Continuing with its endeavour, the Commission organized the second Workshop from August 6 to 8, 2008 in Ambala district of Haryana. The Workshop was organized in co-ordination with the State Government. A team comprising NHRC, Member, Shri R.S. Kalha, Joint Secretary (Training), Shri P.M.V. Siromony, Special Rapporteur, Smt. Kanchan Choudhary Bhattacharya, DIG(Investigation) Shri Sudhir Chowdhary and Director (Administration), Dr. Sanjay Dubey visited Ambala district. The Workshop was attended by Secretary (Home), ADGP, IG, DIG, SSP, Dy Commissioner, ADC, Chief Medical Officer, Chairman, Zilla Parisad and other District level Officers of the State Government.
The team members interacted with the District and State level functionaries to make an assessment of the implementation of various programmes in the district with special focus on right to food, right to education, right to health, hygiene and sanitation, right to custodial justice, right to life and its expanded interpretation and right to culture and protection of community assets from human rights perspective and evaluation of measures to ensure human rights of SC & ST communities and other vulnerable section of the society.
The NHRC team was divided into three units, each headed by Joint Secretary (Training), Special Rapporteur and DIG for carrying out the spot visits. The teams also assessed the enforcement of basic human rights like food, health, education and right to life as guaranteed under the Indian Constitution. The team visited Central Prison, public health centers, community health centers, schools, BDO's office, gram panchyats, community centers, anganwadi, fair price shop and District Food and Supply office etc.
