3. Boy's torture: Haryana DGP asked to comment



The Commission has taken suo-motu cognizance of the alleged torture of children during enquiry conducted by the CID in Chandigarh, Haryana as reported by a section of the media on 9 October 2005. It was alleged that one of the boys, a 12-year-old called Mukesh, who is a resident of Jhuggi colony situated in the compound of Mansa Devi was beaten and even shown hanging from a tree with both his hands tied. In addition, the media reports stated that earlier the Police also tortured two other children.
The Commission stated that if the contents of the media reports are true it raises serious issues of violation of human rights of innocent children and brings to fore the need for police reforms. No civilized State can allow such brutalities to go unpunished, it observed.
It directed that the press report and copy of transcript of the TV channel be transmitted to the Director General of Police, Government of Haryana to look into the matter and send his comments.
