NHRC sends notices to SP and Deputy Commissioner, Gurgaon and SSP, Darbhanga



New Delhi October 05 2007 The National Human Rights Commission has sent notice to the SP and Deputy Commissioner, Gurgaon, Haryana on a report which said a class XII boy died due to electrocution at Jharsa in the district. The Commission took suo-motu cognizance of the report, which appeared in the "Hindustan Times" on September 30, 2007 and said that it is a serious issue of human rights violation.
As per the report, the boy got electrocuted in the school when he accidentally touched an iron water pipe through which current was flowing. The report further said that he could not be immediately rushed to the hospital and was taken after half an hour by his brother. He was declared brought dead by the hospital staff. The student's brother had reportedly said his life could have been saved if he had been attended by medical experts on time. The villagers and students of the school also alleged negligence on the part of the school staff, who they said, had earlier also been informed about the current flowing through the pipe and did not rectify the fault.
The Commission has given four weeks time to the authorities for a factual report.


The Commission has also sent notice to the SSP, Darbhanga, Bihar, on a news report which said that a three year old girl was accused of theft. The report which appeared in the "Tribune" on September 30, 2007, said that the Bahadurpur police circle had charged three year old Rinku of steeling utensils and money from her neighbour's house. The report also said that the child's family had been running around to get her name deleted but had failed. Making mockery of the legal system, which bars a child below seven years from any criminal liability, the police had reportedly stated that any action in the case would be taken only after the FIR is examined.
The Commission has given four weeks time to the SSP, Darbhanga, for a factual report.
