NHRC conducts special lecture session by Shri Heeralal Samariya, Secretary, Union Ministry of Labour & Employment, MoLE, under the short term internships programme on human rights. (24.10.2019)



The National Human Rights Commission has expressly been mandated to promote Human Rights literacy and awareness vide Section 12 (h) of the Protection of Human Rights Act, 1993. With a view to spread awareness among University students about the need for protection and promotion of Human Rights, the Commission has been regularly conducting “Summer and Winter Internship Programmes” since 1998 and 2000 respectively. Apart from this, the Commission also conducts fifteen days short term internship programme intermittently throughout the year.

The Internship Programme encourages graduate and post graduate level students of various academic disciplines, including law and social sciences, to fathom the importance of various facets of human rights including related domestic and international laws.

A special lecture session was conducted at NHRC, New Delhi on 24.10.2019 chaired & co-chaired by Justice P.C. Pant Hon’ble Member, NHRC and Shri Jaideep Govind, Secretary General, NHRC where Shri Heeralal Samariya, Secretary, MoLE gave a talk on “Efficacy of Labour Laws with Reference to Ground Realities”.

Shri Samariya explained the details of the four new Labour Codes being framed by MoLE and that 44 Acts were being subsumed in there that matching the labour laws user friendly. The four labour codes are (I) Codes of Wages Bill, (II) Codes on Industrial Relations, (III) Codes on Social Security and Welfare, (IV) Codes on Occupational Safety, Health & Working Conditions.

He also described about the introduction of a developed unified web portal (Shram Suvidha portal) to bring the transparency and accountability enforcement of labour laws and ease complexity of compliance. In detail besides stating various achievements of the Ministry, he further stated on Maternity Benefit (Amendment) Act, 2017 which came into force from 1st April, 2017, Step Taken for improved Safety of Mine Workers, Fixed Term Employment, Major Steps Taken by EPFO. Online Nomination (E-nomination, linking of UAN with AADHAAR through UMANG APP) and online linking of UAN with AADHAAR in EKYC PORTAL using Bio-matric credentiality is being introduced. The lecture concluded with an interactive question-answer session.

Shri Heeralal Samariya, Secretary, MoLE is an IAS officer of 1985 batch of Telangana Cadre. Previously, he has worked with State Governments in various fields viz. Power, Energy, Transport, Municipal, Irrigation, welfare etc. He joined Ministry of Labour & Employment in 12.08.2015 and has made significant contribution in simplification of Labour Laws and drafting of new Labour Codes.
