Dr. Laxmidhar Mishra is the New Special Rapporteur of NHRC.



Dr. Laxmidhar Mishra has taken over as Special Rapporteur at NHRC. A retired IAS officer Dr. Mishra has vast experience of over 36 years in the field of of Policy formulation, Planning, Management and Implementation of Programmes at the National and State level. He was involved in a number of National programmes including Literacy, Health, Training, Housing, Rural technology, Sanitation, Women's equality. At the State level Dr. Mishra contributed in the field of Bonded, Contract and Migrant labour, Women and Child Labour, Worker's education and Discrimination - including racial, communal and gender discrimination among others.

Dr. Mishra during his service period held important appointments including Secretary Ministry of Mines, Additional Development Commissioner and Additional Chief Secretary, Government of Orissa, Director General, Council for Advancement of People's Action and Rural Technology, Joint Educational Advisor Ministry of Human Resources Development, Director Labour Welfare and Director, Industrial Relations, Ministry of Labour.
Dr. Mishra was Commissioner of Supreme Court on two occasions and also acted as Ombudsmen of the Supreme Court. He chaired a number of National level committees. A doctorate in Educational Planning from Intercultural Open University, Netherlands, a recipient of Nehru Literacy Award and Dr. Malcoln S.Adiseshiah award. Dr. Mishra has about 200 papers and publications to his credit. Dr. Mishra succeeds Shri Chaman Lal who completed his term as Special Rapporteur with the Commission recently.
