NHRC issues Notice to District Collector, Ghaziabad on beating of a student by his teacher and the Administrator, UT of Chandigarh on <br> wrongful detention of a women

The National Human Rights Commission has sent a notice to the District Collector, Ghaziabad on a news report which said that a teacher of a Junior High School at Nahal, had beaten up a student of class - III and injured his right eye. The news report published in the "Time of India" on December 22, 2006 said the teacher, Mr. Rashid had beaten the student for non-completion of homework. The report also said that the child underwent an emergency surgery at All India Institute of Medical Sciences where his father was told that normal vision in the right eye can never be restored. The report further highlighted that the teacher always carried a stick and often used it in the class.
After going through the press report, the Commission said if the contents are true, they raise serious issue of violation of human rights of the students. The Commission has directed that the press report be forwarded to the District Collector, Ghaziabad for a factual report within two weeks.
The Commission also came across a distressing news published in "Indian Express" on December 23, 2006 under the caption "Cops mix up identity, jail woman for 14 days". As per the report, a Head Constable of UT of Chandigarh arrested a woman named Santosh from Karnal and brought her to Chandigarh presuming that she was the proclaimed offender in a liquor smuggling case. The report also said that the police neither verified her husband's name nor matched her photograph with that of the real accused who had already been arrested six years ago. According to the report, the real accused who also belong to the same colony.
After going through the press report, the Commission said if the contents are true, they raise serious issue of violation of human rights of women. The Commission directed that a copy of the newspaper report be transmitted to the Administrator, Union Territory of Chandigarh for a factual report within four weeks.
