The Commission sent notice to the Chief Secretary and DGP, Uttar Pradesh on the sexual abuse of children and their murder by two people in Nithari Village in Noida. The Commission said the incident reveals gross violation of Human Rights, particularly of children because of certain acts of omission on the part of public servants, who did not take timely action. The report which appeared in the media had said that at least 38 children from Nithari went missing over a period of 30 months but only 19 police complaints were registered. The report which dominated the front pages of all the dailies and the electronic channel had highlighted the laxity of the authorities in not getting the basic amenities like the drains cleaned, where the duo Moninder Singh Pandher and Surinder Koli had dumped the bodies.
q The Commission asked for comments from Chief Secretary and Secretary, Labour Department, NCT of Delhi on a report which said that children were still employed in a number of places in Delhi despite a ban on child labour. The report also said that the Labour Department had not rescued even a single child from roadside restaurants and the Delhi Government had not opened even a single Transition Education Centre for rescued child labourers.
q The Commission sent notice to the Chief Secretary and Principal Secretary, Education, NCT of Delhi on a report that no trained teacher was available for disabled in Government schools.
q The Commission sought a report from Maharashtra Govt. on the death of a person in custody and injuries to three others in Mumbai's Arthur Road Prison. The under-trial died in a scuffle over filling potable water. The barrack with the capacity of only 50 people was accommodating 157 under-trials and 75 were present at the time of the incident.
q The Commission sought a report from the District Collector, Gautam Budh Nagar about an abandoned boy who was being looked after by a tea stall owner. According to media report, it was not clear how the boy would be handed over to the right authority as Uttar Pradesh does not have a specific body to protect such children.
q The Commission sought comments from the Delhi Administration on the quality of water supplied to slum clusters and resettlement colonies in the cities. According to the newspaper report, the water supplied in these colonies was full of filth and germs including biological waste. The same authorities were providing better quality water to the affluent parts of the city the report added.
q The Commission sent notice to the District Collector, Ghaziabad on the beating up of a Class-III student by the teacher leading to an injury to his eye.
q The Commission asked for factual report from the Administrator, UT of Chandigarh on the arrest of a woman from Karnal for alleged liquor smuggling. The report had highlighted that the cops had mixed up identity of the women with another offender and she was jailed for 14 days.
q A visually impaired candidate for the teacher-training course was allotted a seat by the Andhra Pradesh Government following the intervention of the Commission. Shri B. Venkataiah who was refused admission on the ground that he was visually impaired was however allotted a seat by the Director of School Education during the academic year 2006-2007 as a special case.
q The Commission sent notice to Bihar State Chief Secretary and the DGP on a report which said that a dalit girl's fingers were chopped off for pinching a few spinach leaves in Phuwaria Village of Bhagalpur. The report also said that fearing for their lives, the girl's entire family had fled the village.
q The Commission sought comments from the Administrator, Andaman and Nicobar Island on a report which highlighted the sufferings of the people of the Island after the tsunami struck in 2004. The report gave details of their plight and said relief and rehabilitation had hardly been taken up. People are leaving in sub-human conditions without food, security, basic health or livelihood.
q The Commission sought a report from the SSP, Ghaziabad on the death of a physically handicapped person in the custody of Sihani police. The press report had said that the man died due to torture.
q The Commission sent notice to the Chief Secretary, UP on the reports of starvation deaths and suicides in the District of Bundelkhand. The report quoting sources had said that majority of the deaths were attributed to the cancellation of ration cards by the District Administration.
