NHRC notices to the Delhi Government and DTC over delay in payment of pension of retired employees (16.7.2015)

The National Human Rights Commission has issued notices to the Secretary, Transport Department, Govt. of NCT of Delhi and Chairman, Delhi Transport Corporation (DTC), after taking suo-motu cognizance of a media report that about 12,000 retired employees of the DTC have not been paid pension for the last two months. Despite having approached the concerned authorities, they have not been getting any satisfactory answers. The Commission has observed that the contents of the report, if true, raise a serious issue of violation of human rights of the retired employees DTC. They have been given two weeks time to submit a factual report.
According to the media report, the DTC was earlier under the control of Central Government but later, it was brought under the Delhi Government. At that time, an agreement was reached between the two that pension of retired employees will be paid by the DTC without any contribution from the Centre.
Accordingly, all the employees who had retired with effect from 3rd August, 1981 onwards were to be paid pension by the DTC under Delhi Government. The DTC had created a pension trust in Aug 1996 and with effect from February, 1993, the pension was being paid through that trust. The problem started when payment of pension for Feb 2015 was made after three months. But again their pension for the months of May and June 2015 has not been paid.
