Compensation paid to victims of Vaishno Devi terrorist attack

New Delhi, 13April 2004
Following NHRC's request as to whether compensation / ex-gratia was paid to the next of kin of those killed in last year's terrorist attack at Vaishno Devi, the Director General of Police, Jammu &Kashmir has informed the Commission that it has been done.
The Jammu & Kashmir Government has given rupees one lakh each to the next of kin of the six killed when terrorists hurled grenades in the open compound of a Langar run for Vaishno Devi devotees at Banganga near Katra on 21 July 2003.
It may be recalled that the Commission, in July 2003, took suo-motu cognizance of media reports on the killing of Vaishno Devi pilgrims at Bal Ganga near Katra in a terrorist attack. The Commission sought a report from the DGP, J&K on the incident and also about alleged laxity of security as reported in the media.
The reply submitted by the DGP stated that pursuant to the attack, arrangements have been further strengthened and that arrangements for the security of the shrine are being periodically reviewed.
After considering the report the Commission then sought information on whether any compensation or relief had been provided, to which the DGP, J&K confirmed in his letter dated 29 January 2004 that it has been paid.
